The Independent Commission of Civil Services and Administrative Reforms is seeking technical and operational staff to deliver the distribution of the E-Tazkira. The process will be enacted in accordance with population registration laws, as per the direction of the President of the Islamic Republic of Afghanistan.

The Government’s priorities for the program are to register the population in an accurate, transparent, and professional manner, and then to implement the National E-Tazkera Distribution.  This nationwide process will be crucial in informing and guiding all development, economic, and social programs. Importantly, the distribution of E-Tazkera will also play a major role in ensuring security and stability in the country.

A transparent, neutral, and merit based hiring process is a key commitment of the government of Afghanistan and a core task and responsibility of the Independent Commission of Civil Services and Administrative Reforms.

A committee has been formed to perform these hiring functions under the leadership of the Independent Commission of Civil Services and Administrative Reforms. This will ensure the transparency and integrity of this vital process. The committee also includes members from the E-Tazkera Administration, Ministry of Telecommunication and International Technology, Administrative Office of the President, and the Ministry of Women’s Affairs. 

To ensure the timely delivery of E-Tazkera distribution, the first phase of hiring will cover 492 positions.  The work of this hiring committee and the exam process will be monitored and overseen by civil society representatives (a Joint Working Group of Civil Society members), the Afghan Women’s Network, and media representatives.

Those staff of the E-Tazker Distribution Administration that have been recruited through open competition in 1391, will be given priority in the first phase of recruitment. This will ensure the best use of the investments already made by the Government and will capitalize on the experience and skills already gained by the candidates. The requirements and conditions included in Article Eight of the Procedure for Hiring E-Tazkera Distribution Project will dictate the stipulations for new positions and job descriptions.
